“A global effort working to develop a binding norm on VAW will impede the very networks of brutality that shape gender, place, politics, and community locally and globally. Gendered violence, violence as gendered, links aggression to structures of power. Violence against women is held in place through chronic and spectacular events, and the relationship between normative practices of masculinity and heterosexuality and the militarization of society. There is a critical need to develop new methodologies for establishing a legally binding and global instrument, and minimal norms and standards, to effectively interdict violence against women and redress its psychosocial, legal, and economic impacts.”
