“In Latin America, the use of CEDAW and Belém do Pará by organizations dedicated to the defense and promotion of human rights, but in particular people and organizations focusing on human rights of women, has triggered the creation of advanced legislation and public policies to protect and promote women’s rights. However, effective implementation and accountability remains pending, as governments continue to make renewing excuses which affect directly in the life of women. I am in favor of an international binding norm on VAW that will allow closing the gap, create specific measures and more indicators for effective implementation. The time has come? We have been waiting for a long time, and now we have a new and comprehensive initiative. It is time.”
