“A standalone treaty on violence against women is essential. Evidence shows that explicit address of gender-based violence in domestic statutes bears better outcomes for women’s dignity than mixing violence against women in with other heinous acts. There is no reason to expect a different outcome at the international level, especially given the historical analogue of how the creation of the Convention Against Torture transformed the conceptualization and legal address of that crime beyond what its mention in the ICCPR’s Article 7 alone could ever achieve.”
