“Violence against women and girls is the most pervasive human rights violation in the world today. Attempts to address the endemic nature of violence against women and girls have been both piece-meal and largely ineffective. Even CEDAW, the most comprehensive international treaty dealing with women’s rights, makes no reference to violence against women and girls. And so, every day in every country, women and girls continue to suffer. It is time to call for an international, legally binding treaty that will hold states accountable and proclaim the message that violence against women and girls will not be tolerated.  This is not a matter of culture or religion. Freedom from violence is a fundamental human right. I fully support a universal legal instrument that outlaws violence against women and girls. “
