“In Singapore, like in many other countries, gaps continue to exist in laws as well as at the level of systems and institutional practices creating barriers for women seeking access to justice and protection from violence.Legal processes of reporting, investigation and trials for crimes against women can be traumatic and lengthy with little focus on the well being of victims. Marital rape continues to be legal unless specific conditions are complied with. Protection from Harassment Act that has been recently put in place is inadequate for ensuring protection particularly from workplace sexual harassment. Operational procedures one has to go through to get legal protection from domestic violence often pose serious challenges and police practices and attitudes reflect a lack of training. I am in favor of a global norm that will make it legally binding for the States to achieve a minimum standard to address all such legal, institutional and operational barriers.”
