“A binding global norm on violence against women will provide the international framework necessary to push for appropriate domestic legislation to combat the scourge of violence against women. Coming from a region where culture is often used as a justification to excuse government inaction on violence against women, I believe that a binding international norm will assist in refuting arguments about cultural relativity and emphasising the universality of women’s human rights to live free of violence. Such a norm will also assist civil society in our struggle to develop domestic legal frameworks which provide appropriate support to victims of gender violence, and will promote judicial activism in this area.”
