“Violence in its many forms is a complex expression of the systems of privilege and oppression that often times are related to unequal gender relations. When thinking strategically how to eliminate gender-based violence, it is crucial to bring to the discussion the factors that keep a person silenced and ashamed, and open concrete alternatives to escape abusive relationships. In the case of persons with disabilities, particularly women with disabilities, economic and physical dependence as well as the internalized sense of unworthiness are disempowering situations that might render easy the act of abuse. A global norm on VAW is needed to put an end to isolation, fear and poverty, while promoting a constructive sense of the self. A global norm should create the social basis needed to ensure safe spaces as a basic human right that ALL women can defend through actual access to justice, education and employment.”
